Amity International Centre organized a Lecture on “National Security: Decision Making Process” by Brig. Gurmeet Kanwal (Retd.) - Director of Centre for Land Warfare Studies (CLAWS), New Delhi at the Amity University Campus, Sector – 125, Noida.
Brig. Gurmeet Kanwal (Retd.) with decades of experience in defence forces has handled wide range of portfolios related to Artillery and involved in some of the important military operations like Operation Parikrama.
While presenting his lecture on
‘National Security: Decision Making Process’ Brig. Gurmeet Kanwal (Retd.) shared some valuable information on the services and development of national security forces of the country in the pre and post independence era. He said, “the four key requisites in National Security are realizing the crisis situation like Kargil, Mumbai terror attacks etc, meeting ongoing national security challenges, reference planning for long term threats, challenges and vulnerabilities and proper system for nuclear decision making. All the four are to be worked out simultaneously for national security of the country.”
He said, “it is observed that in India various national security assessment are skllfully conceptualized but the execution of the assessments are very poor. The perspective of planning was formed but their implementation not done.”
He analyzed the aspect of national security and defence of the country under the political leadership of Pandit Jwaharlal Nehru, Lal Bahadur Shastri, Narashimha Rao, Atal Bihari Vaypajee and Manmohan Singh. Prime Minister Lal Bahadur Shastri provided excellent leadership in 1965.
However, there is always an inadequate understanding of the quality and potentiality of military and defence by the political brigade of the country. The gap between political leadership and military can be bridged with proper learning of the various intricacies of the national security forces by the political leaders commented Brig. Gurmeet Kanwal (Retd.)
Brig. Gurmeet Kanwal (Retd.) informed that the Defence Ministry issues directorate to each chief of the armed forces. Earlier the chiefs make their own operational plans. Currently the operational plans are assessed in an integrated manner by all the three armed forces of the country.
While speaking on the financial assessment of the Government,
Brig. Gurmeet Kanwal (Retd.) said that there is inadequate financial investment in the National Security, continuous procedural delays in receiving capital expenditure and military expenditure is lagging, thereby, no technology transfer took place in India. India is lacking in technological threshold although gradually India is changing. Strategic technology is a must for India and routine research needs to be out sourced to the private sectors to achieve significant results. Government monetary fund needs to be utilized by the private sector for research work which can make the country economically and politically secure.
The lecture was followed by an interactive and informative question and answer session on the various aspects of national security.
