Dr. Sudhir Kochhar

Dr. Sudhir Kochhar, Ph.D.(Plant Breeding), ARS (Retd.), is former National Coordinator, National Agricultural Innovation Project (NAIP), Indian Council of Agricultural Research (ICAR). He had 37+ years of career span in ICAR where he also served as Project Coordinator, AICRP on Underutilized and Underexploited Plants, Assistant Director General (IPR), ITEC Expert Adviser to Govt. of Mauritius and Counselor to High Commission of India, Port Louis (on deputation), and Officer on Special Duty as Member Secretary, ICAR Committee to develop its IPR Guidelines, and Nodal Officer, Plant Germplasm Exchange. Dr. Kochhar was also In-charge, PGR Policy Unit at NBPGR, New Delhi. He was engaged in active research at different ICAR institutes and stations in New Delhi, Arunachal Pradesh, Himachal Pradesh, Haryana, and (now) Uttrakhand.
Dr. Kochhar is extensively trained and travelled expert in the fields of IPR, PVP, PGR/Agrobiodiversity, Agricultural Research Management, Performance Monitoring (RFD), and Parliamentary Processes and Procedures. He travelled on various international assignments and programmes in USA (thrice), China, Japan, Netherlands, Switzerland, Mauritius, Congo (Brazza), Sri Lanka and Nepal.
Dr. Kochhar contributed to the development/amendment of Indian legislations- PPV&FR Act, 2001; Biological Diversity Act, 2002, Patents Act, 1970 (1999, 2002, 2005), and Protection and Utilization of Public Funded Intellectual Property Bill, 2008, and gave inputs in matters related to IUPGR; ITPGRFA; CBD/ COP-IV; Framework on TK, GR and Folklore, etc. as well as revision of Plants (Protection) Act, 1976 and GMO Bill 2002 of Mauritius.
Dr. Kochhar is on Editorial Board of Journal of Intellectual Property Rights. He was Guest Editor of its Special Volume on “IPR and Agriculture” (March 2011 Issue) and also another Special Volume of Indian Farming on “National Agricultural Innovation Project” (May 2014 Issue). He was Editor of Indian Journal of Plant Genetic Resources. Dr. Kochhar is a well acknowledged resource person on IPR and PGR/Agrobiodiversity for many organizations and institutions including NIIPM, ILI, ISIL, IITs, NRDC, TIFAC, ICAR, CSIR, DRDO, SAUs, PFCs, NLU, Law Dept.- DU, AU, BHU, and Amity and Mody Universities.
Dr. Kochhar has been Member NBA’s Expert Committee on Agrobiodiversity also chaired its ‘Sub-Committee II’. He has also been in PPV&FRA Committee for Awareness on Farmers’ Rights, and DRDO Committees on IPR for institutional reforms, and for developing its IPR policy & standard operating guidelines. Law Faculty, BHU, Varanasi felicitated Dr. Kochhar for his work on plant breeding and plant variety protection/IPR during 150th Anniversary Celebrations of Pt. Madan Mohan Malviya. He discussed the Protection and Utilization of Public Funded Intellectual Property Bill, 2008 on Rajya Sabha TV’s ‘Law of the Land’ programme.
Dr. Kochhar provided consultancy to International Food Policy Research Institute (IFPRI) on IPR & ABS Mechanisms for Seed Sector in Nepal. He was Member Technical Programme Committee of the First International Agrobiodiversity Congress, New Delhi. He actively participated in various dialogues and meetings of ICFA and RIS, New Delhi, and as Reviewer of Journal of IPR. He was engaged in Career Advancement Committees of DRDO, New Delhi and NIPER, Mohali.
Dr. Kochhar was invited speaker in Faculty Development Programmes at Amity University, Gwalior; Mody University, Laxmangarh; IIT, Delhi; Kiran Programme for Women entrepreneurs at TIFAC (DST), New Delhi; MSME and Arise Programmes at IARI, New Delhi; ASEAN-India Regional Training Workshop on Development and Implementation of ABS Legal Framework, at NBA, Chennai, and ITEC Capacity Building Programme on Science Diplomacy, at RIS, New Delhi. Dr. Kochhar was invited by Govt. of India for Expert advice on the current Intergovernmental negotiations for Agreement on Biodiversity Beyond the National Jurisdiction.
As invited faculty in IPR, Dr. Kochhar has taught classes for LL.M (IPR) at SGT, Gurugram NCR, and Post Graduate Diploma in IPR at ISIL, New Delhi.

Dr. Amrish Chandra

He is an established academician, a research scientist and a registered patent agent. He is working with Amity University, Delhi NCR for approximately a decade, and obtained B.Pharm. from one of the best institutes under Amravati University, Maharashtra in the year 2000. He obtained his M.Pharm degree in Pharmaceutical Biotechnology from Birla Institute of Technology, Mesra, Ranchi, Jharkhand in 2002. He qualified GATE with 92.32 percentile. He started his career from Uttar Pradesh Technical University in 2002. He got his PhD from Bundelkhand University, a state government University. He was awarded Indo-Hungary European research project by the International Division of Department of Science & Technology, Govt. of India. Dr. Chandra has served in various Administrative and Academic positions for more than 17 years at various institutes of UP Technical University & other Universities. He was Head of Pharmacy at Mangalayatan University, Aligarh. He has supervised 8 Ph.D., 25 M. Pharm. thesis and published more than 75 research papers in International & National journals with cumulative impact points of more than 54; H index of 11, i-10 index of 14 and citations of above 650. He has been the investigator of research projects funded by various government agencies and pharmaceutical industries for more than Rs. 1.75 crores. Dr. Chandra has filed patents for his 12 inventions. He has published five books/book chapters. Shubham Istrewal is a legal professional and works with the CIPAM’s Enforcement team. He possesses a Master’s degree in ‘Intellectual Property Rights and Business Law’ from NLIU, Bhopal and also holds a Diploma in ‘Information Technology and Social Media Law’ from WBNUJS, Kolkata.
At CIPAM, Shubham’s role is to strengthen the enforcement and adjudicatory mechanism for combatting IPR infringements in India. Mr. RP Yadav

Patent & Trade Mark Attorney, Managing Partner, sr4ipr Partners, an IP Law Firm  Ram Prakash Yadav holds B. Sc (Hons) and LLB (Hons.) degrees. He did Dip. in Journalism also in 1986. He has vast experience of around 25 years now in the field of intellectual property rights (IPRs). He worked with L. S. Davar & Co., a reputed IP law firm, for more than 16 years and then served National Innovation Foundation (DST, Govt. of India) as a National Coordinator – IPR. Subsequently, he worked with Intel Technology (a subsidiary of INTEL Corp. USA) in Bangalore, an Indian MNC and then Italian Trade Commission, Italian Embassy in Delhi as a Sr. Advisor –IPR.

Mr. Yadav has travelled to various countries, e.g., USA, Canada, Japan, China, Thailand and Singapore to assess viability of technologies to be acquire and provided opinions in respect of other cross border IP issues. He delivers lectures / talks during the seminars / conferences conducted by NRDC, TIFAC, MSME etc. He is an alumni of APIC / JIII, Japan and had attended a training program organized by APIC / JIII in collaboration of the Japan Patent office.

He has acquired over 35 years of diverse experience across the innovation value chain by working at different government institutions of repute Dr. H. Purushotham is currently holding the position of Chairman and Managing Director, National Research Development Corporation (NRDC) a Central Public Sector Undertaking under the Ministry of Science & Technology, Govt. of India. Dr. Ramanpreet Walia has 18years of academic experience. She has worked with various Pharmacy Colleges holding senior positions. She is a registered Patent Agent (IN/PA 2700) by GOI. She has worked in one of the top IPR law firm of the country. She has been awarded a Women Scientist (WOS-C) scholarship from TIFAC under DST, Delhi. Dr Walia has done her Ph.D from Gyan Vihar University, Jaipur and her Masters from Panjab University Chandigarh. She has made contributions in the field of phytochemistry and heterocyclic chemistry, During the last 15 years of her academic and research career, she has published more than 18 research papers in reputed international journals that include Hamdard Medicus, International Journal of Drug Regulatory affairs, European journal of Pharmaceutical and medical Research, etc., She has given various lectures on IPR in various sectors of Innovations at Institute, National and International level.

Her recent achievement is she is empaneled as IPR Facilitator for startups by GOI (In updated list of February 2020)
