Abstract:
Software Systems and applications have evolved from their original innocuous sophisticated calculators to all encompassing systems making decisions in every aspect of our lives. As a result they have slowly been imbued with tacit and unspoken values, some intentionally, especially when they have a social good mantra, others unintentionally and unknowingly. The risk of hidden values is software systems is much greater in systems that are not directly programmed but make inferences and generalizations from the data they are fed. This talk discusses the opportunity for the Computing community to take a much more pro-active approach to designing systems whose underlying values, assumptions, and premises are more visible, more intentional, and more humane.
Bio:
Dr. Fatma Mili joined UNC Charlotte's College of Computing and Informatics (CCI) as its Dean in August 2017 after serving as Department Head of Computer Information Technology, Associate Dean for Educational Research and Development, and then Executive Director of the TransSTEM Center at Purdue University.
Mili holds a Ph.D. in Computer Science from the University Pierre & Marie Curie, Paris, France. Her research focus is in the areas of decision-making, formal methods in computing, and complex and self-organizing systems. The role Higher Education plays as an agent of social change has been an underlying theme in her work. She advocates for a STEM education embedded in ethics, for curricular design and pedagogy where inclusivity and equity are key ingredients rather than afterthought add-ons, and for a research agenda grounded in the most pressing challenges and focused on long-term impact.

Abstract:
Vehicle-to-everything (V2X) communication is one of the key technologies of 5G New Radio (NR) to support emerging applications such as vehicle platooning and autonomous driving. In this talk, I will introduce some interesting topics that we are working on. I will then present two of our recent results on this research area. The first work is a proactive controllable path planning and traffic scheduling scheme for emergency vehicles in the era of the connected vehicle. The second work discusses the optimal management of Road Side Units (RSUs) while satisfying multiple types of QoS requirements.
Bio:
Ren-Hung Hwang received his Ph.D. degree in computer science from University of Massachusetts, Amherst, Massachusetts, USA, in 1993. He joined the Department of Computer Science and Information Engineering, National Chung Cheng University, Chia-Yi, Taiwan, in 1993, where he is now the dean of the office of Information Technology and a distinguished professor of the Department of Computer Science and Information Engineering. He served as the Dean of the College of Engineering during 1/1/2014 ~ 1/31/2017. He is currently on the editorial boards of Journal of Information Science and Engineering and The Int. J. of Ad Hoc and Ubiquitous Computing (IJAHUC). Prof. Hwang published more than 200 international journal and conference papers. He is also a co-author of the textbook "Computer Networks: An Open Source Approach" (www.mhhe.com/lin), with Ying-Dar Lin and Fred Baker (McGraw-Hill, 2011). He received the IEEE Best Paper Award from IEEE Ubi-Media 2018, IEEE SC2 2017, IEEE IUCC 2014, and the IEEE Outstanding Paper Award from IEEE IC/ATC/ICA3PP 2012. He was the guest editor of IEEE Network, special issue on "Open Source for Networking: Development and Experimentation," IET Communications, special issue on "WiMAX Integrated Communications," and Journal of Security and Communication Networks, special issue on "Security and Privacy in Mobile Applications and Platforms (SPMNA)." He served as the general chair of International Computer Symposium (ICS), 2016, and International Symposium on Pervasive Systems, Algorithms, and Networks (ISPAN) 2018. His current research interest is in Wireless communications, Network Security, AIoT, and Cloud/Edge/Fog Computing. Prof. Hwang is a senior member of IEEE.

Dr. Padmaja Joshi is working as a senior director in C-DAC, Mumbai and had done Ph.D from IIT Bombay in the area of “Coupling and Cohesion Analysis of Object Oriented Programs for Refactoring”.
In C-DAC, she is head of SENG department and looks after mainly e-Governance projects and also R& D in the area of Blockchain Technology, Security (Authentication), Mobile Computing, Enterprise
Architecture, e-Governance and Data Privacy. She has led multiple projects at national level of varying nature from R&D to solution development. She also had been part of various national standard building committees like IndEA, Data Anonymization, e-Governance. She is also a major contributor in the subcommittee of IEEE international standards for Digital Identity and Digital Resilience.
Padmaja has written and published many papers in renowned international journals and conferences, had been a speaker in various forums including IEEE/ACM conferences and symposiums, has taken initiative in starting a workshop on reverse engineering (IWRE) and a track on "Mobile Software Engineering". She is also a part of various program committees, review panels etc. In the domain of blockchain, she is one of the heads of a project “Unified Blockchain Framework” which is a national level platform getting built for blockchain developers. She was heading e-Voting which was a blockchain based voting using mobile phones tried in Telangana.
Keynote 5 – Learning, prediction and control in complex networks

Abstract:
Advances in AI, Data and Network Science have opened up a wide spectrum of applications for ICT. In this talk I will focus on recent developments in Reinforcement Learning (rule-based) and Deep Learning over graphs, with applications to prediction and control in Complex Networks. I will also highlight the profound effect these have on a diverse set of domains, including system biology and targeted therapeutics, transportation networks, and network security. For instance, I will draw from Reinforcement Learning, a particular branch of Machine Learning that focuses on sequential decision making under uncertainty, to show how we develop control strategies that drive a gene regulatory network towards a desired state, typically a (healthy) attractor, within a finite number of steps. Time permitting, I will also touch upon inferring the network in the first place.

He is a mathematician (Maths, University of Patras) doing research in computer science (PhD in Theoretical Computer Science, University of Surrey). He is working on Learning and Control in complex networks focuses on when and where to intervene in a network in order to steer to a desirable outcome. He is keen on mathematical methods (control theory, approximations methods) combined with computational methods such as Reinforcement Learning (rule-based, deep).

Bio:
Abdullah Karasan was born in Berlin, Germany. After studying economics and business administration, he obtained his master's degree in applied economics from the University of Michigan, Ann Arbor, and his PhD in financial mathematics from the Middle East Technical University, Ankara. He is a former Treasury employee of Turkey and currently works as a principal data scientist at Magnimind and as a lecturer at the University of Maryland, Baltimore. He has also several published papers in the field of financial data science.
