Two-day Training Workshop for Indian Forest Service (IFS) Officers
on

"Applicability of 73rd PESA Provision to Forests (Resent Constitutional Amendment) Conflicts Resolution and Need for Integration with JFM"
(January 28-29, 2013)


The Panchayat Extension to Scheduled Areas (PESA) is a path breaking Act of legislation for decentralization of power at village level by giving wide-ranging power to the Gram Sabhas. This act respects the cultural and traditional customs of tribal communities and empowers them for participatory approach towards approving the plans, programmes and projects for their social and economic development with sustainable use of natural resources.

Joint Forest Management (JFM) is also a land-mark institutional arrangement under Indian Forest Act for forest management involving both the State Forest Department and local communities in participatory approach on principles of caring and sharing.

Similarly, the Forest Rights Act (FRA) is yet another excellent piece of legislation aiming at rectifying the historical injustice to tribals. The law concerns the rights of forest dwelling communities to land and other resources together with conservation of bio-diversity.

Although these legislations have more or less the same broad objectives yet during implementation and execution at ground level, lot of conflicting issues arise. In nutshell, these three Acts have provisions towards management of natural resources in participatory mode having their own strengths and weaknesses which need thread-bare discussion for implementation in addition to massive capacity building exercise at various levels to sensitize important stakeholders.

Keeping above in the mind, Amity School of Natural Resources and Sustainable Development had organised the above Two-day training workshop duly sponsored by Ministry of Environment and Forests, Government of India.

24 IFS Officers participants from 16 States/Union Territory had attended. They were addressed by renowned resource persons in their respective fields during the technical session.
